If you need to add a new dependent to CHAMPVA, VA's current guidance says to submit a new CHAMPVA application with that person's information. This is different from correcting an application that is already pending: personal-information, health-insurance, and school-status updates can generally be submitted through the update process without starting over.

The exact evidence depends on who you are adding. A new spouse may submit marriage evidence to help VA process the application faster. An adopted child needs adoption papers. A stepchild needs proof of the marriage between the Veteran sponsor and the child's other parent. A newborn has an additional sequence before the CHAMPVA application: obtain the child's Social Security number and add the child as a dependent of the Veteran sponsor through a VA regional office.
Adding a family member does not itself prove CHAMPVA eligibility. The new applicant must still meet the applicable eligibility rules, including the rule in 38 CFR § 17.271 that generally excludes people who are eligible for TRICARE.
Adding a dependent is different from updating an existing application
VA's current after-you-apply guidance draws a clear line between two situations.
If you are only changing information on an existing application, such as:
- personal information,
- health-insurance information, or
- school status,
VA says do not submit a new application just for that update.
But if you are adding a new dependent, VA lists that as a situation where you should submit a new CHAMPVA application with the new dependent's information.
That distinction prevents a common mistake: using the document-update process when VA needs a new applicant record.
What to submit for each type of new dependent
VA's current CHAMPVA benefits page identifies different supporting documents depending on the relationship and the applicant's circumstances.

Special steps for adding a newborn
A newborn has a specific process that VA describes separately.
VA says it cannot pay medical claims for a qualifying newborn until the child is enrolled in CHAMPVA. Families should apply as soon as possible after birth, but VA directs them to complete these steps first:
- Get the child's Social Security number.
- Add the child as a dependent of the Veteran sponsor through a VA regional office.
- Submit a new CHAMPVA application for the child.
These are separate actions. The regional-office dependency step does not replace the CHAMPVA application.
VA also says a copy of the child's birth certificate is optional supporting evidence that may help the application move faster.

Adding a new spouse
A marriage can establish the spouse relationship needed for a CHAMPVA eligibility pathway, but marriage by itself does not automatically enroll the spouse.
Submit a new CHAMPVA application for the spouse. VA says that, to help process the application faster, you may submit one of these optional supporting documents:
- marriage certificate,
- certificate of civil union, or
- common-law marriage affidavit.

Adding an adopted child
For an adopted child, VA's current CHAMPVA application guidance says to submit adoption papers when applicable.
That is different from the birth-certificate guidance for a dependent child, which VA describes as optional evidence that may help processing. Do not assume a birth certificate by itself replaces the adoption documentation VA requests for an adopted child.

Adding a stepchild
For a stepchild, VA says to submit proof of the marriage between the Veteran sponsor and the child's other parent.
A copy of the child's birth certificate may also help VA process a dependent-child application faster, but the stepchild relationship has its own marriage-evidence requirement.
The current CHAMPVA Guidebook also identifies stepchildren as a type of child that may qualify, subject to the program's eligibility rules.
If the new dependent has Medicare or other health insurance
Do not leave other coverage out of the application.
The current paper VA Form 10-10d instructs an applicant who reports Medicare or other health insurance to submit VA Form 10-7959c, CHAMPVA Other Health Insurance (OHI) Certification, along with the applicable insurance-card copy.
If you apply online, follow the online application's prompts for insurance information and supporting documents.
VA Form 10-7959c is an OHI form. It is not a substitute for the new CHAMPVA application required to add the dependent.
Step-by-step: add a new dependent to CHAMPVA
1. Confirm the person has a CHAMPVA eligibility path
Before treating the application as automatic enrollment, confirm that the sponsor and applicant fit a CHAMPVA eligibility category.
Under 38 CFR § 17.271, qualifying categories include certain spouses and children of Veterans who are permanently and totally disabled from service-connected disability and certain surviving spouses and children. Other rules, especially TRICARE eligibility and Medicare requirements, can also affect eligibility.
2. Use a new application for the new person
If the person is not already part of the CHAMPVA application or enrollment, follow VA's current rule for adding a dependent: submit a new application with that dependent's information.
3. Gather the relationship-specific evidence
Use the relationship table above rather than sending the same packet for every applicant. Adoption papers, stepchild marriage evidence, and school certification are situation-specific.
4. Complete any newborn prerequisites
For a newborn, get the Social Security number and add the child as a dependent of the Veteran sponsor through a VA regional office before submitting the CHAMPVA application.
5. Submit the application
VA currently allows CHAMPVA applications online, by mail, or by fax. The paper application is VA Form 10-10d.

6. Keep your submission records and respond to VA requests
Save a copy of the application and supporting documents, plus any online confirmation, mailing record, or fax confirmation.
VA's current guidance says that after you apply, you generally do not need to take further action unless VA requests more information. If VA asks for documents, respond through the current submission route rather than starting another application unless VA specifically instructs you to do so.
Common mistakes to avoid
- Using the update process to add a person. VA says adding a dependent requires a new application.
- Assuming marriage, birth, or adoption automatically activates CHAMPVA. The person still has to apply and be found eligible.
- Treating the newborn dependency step as CHAMPVA enrollment. VA requires the newborn to be added to the Veteran sponsor's dependent record before the CHAMPVA application, but the CHAMPVA application is still required.
- Leaving out adoption papers for an adopted child.
- Leaving out marriage proof for a stepchild.
- Using VA Form 10-7959c by itself to add the dependent. That form reports other health insurance; it does not replace Form 10-10d or the online CHAMPVA application.
- Submitting a new application for an ordinary school-status or personal-information update. VA directs those changes through the update process instead.
What happens after the application is approved?
VA says it mails an approved applicant a welcome letter and CHAMPVA ID card.
For a newborn, remember the additional warning: VA says it cannot pay the child's medical claims until the child is enrolled. If the child receives care while the application is pending, keep the medical bills and related records and rely on VA's eventual eligibility and effective-date determination rather than assuming every earlier service will automatically be payable.
If VA requests missing documents while the application is pending, submit the requested information through the existing-application update process.
