If the applicant has other health insurance or Medicare

How to apply for CHAMPVA online
1. Open the VA online application
Go to the online CHAMPVA application. VA identifies this as the online alternative to mailing VA Form 10-10d.
2. Complete the guided Form 10-10d questions
Enter the information requested for the applicant or applicants and the Veteran sponsor. Answer the questions based on the applicant's actual relationship, insurance, Medicare, and other eligibility circumstances.
Don't guess at an eligibility answer just to move through the form. If you're uncertain about a relationship or Medicare rule, check the current VA guidance before submitting.
3. Upload the supporting documents that apply
The online route allows supporting documents to be submitted with the application. Upload the documents that apply to each applicant, including insurance or Medicare cards when required.
