The short answer
Yes, but only through Meds by Mail. CHAMPVA covers FDA-approved quit-smoking products, like Chantix, Zyban, nicotine patches, gum, and lozenges, when they're prescribed and sent through Meds by Mail. They're free there. You can't use this benefit if you're eligible for Medicare or have other drug coverage. Products bought elsewhere aren't covered.
What's the rule?
Two regulations work together:
- 38 CFR 17.272(a)(69) covers FDA-approved quit-smoking supplies when they're prescribed and provided through Meds by Mail, even if they're normally sold over the counter.
- 38 CFR 17.270 says these supplies go only to CHAMPVA beneficiaries who aren't eligible for Medicare.
The CHAMPVA Guidebook says quit-smoking products bought outside Meds by Mail aren't covered.
Who can use it?
You need to:
- qualify for Meds by Mail, meaning no other prescription coverage, including Part D, and
- not be eligible for Medicare.
The Medicare rule is separate. Dropping Part D to use Meds by Mail for other drugs doesn't change it.
What's available?
VA's Meds by Mail list includes:
- Chantix (varenicline) tablets,
- Zyban (bupropion) tablets,
- Nicoderm (nicotine) patches, and
- Nicorette (nicotine) gum and lozenges.
The list changes, and Meds by Mail may send a generic.
How do you get it?
- Confirm you qualify (see above).
- Ask your prescriber for the product. Over-the-counter items still need a prescription for this benefit.
- Have it e-prescribed to "Meds by Mail CHAMPVA," pharmacy ID 5204437. Or mail the original prescription to Meds by Mail, PO Box 331178, Murfreesboro, TN 37133.
- Allow up to 21 days for a new prescription.
